Add the ability to add non-merchandise / non-catalog items to a shopping cart for quote and/or checkout. (i.e. A customer pulls up an order placed offline last year. They would like to get a new quote to order the item again, but that item is not available on the website. They should still be able to request a quote on that item and not be restricted because it's not a merchandised or catalog item)
