Log the trigger actions for emails

In a partner solution provided the budget limit reach emails were triggered from random previous months and there was no way to trace how and when were they triggered. This has created a chaos for the client to answer back their customers.

    I think this was addressed in April release - https://support.optimizely.com/hc/en-us/articles/14848125985037-April-2023-Release "Added logging when Retry All Undelivered Emails or Retry Individual Email are triggered to capture date, username, and email type (for individual email) in the Audit Log."

    Requesting capability to log and monitor for email failure messages (noted with February Mailgun outage).
