Make the `PageErrorWrapper` component overridable.

As a Developper, I want to be able to override the PageErrorWrapper component so that I can modify the provided HTML and logic resulting in better visual consistency across my website.

We are using our own custom set of styling that requires more than the 2 wrappers (div) provided by the PageErrorWrapper component, and since it is not overridable, we cannot achieve the same visual result that we have elsewhere on the website.

The PageErrorWrapper component currently in the client-framework module could simply be moved to the content-library module to allow overrides.
