Clearly Separate "Mark All as Read" and "Clear All" Notifications Actions

There are two available actions for in-app notifications - "clear all" and "mark all as read." But they are very close together in the UI, and it's easy to hit the wrong one.

Drag-and-Drop Rows in Board View
