Allow Sales Manager to create quotes on behalf of a customer

Sales reps can create a quote on behalf of customer, but Sales Manager cannot do that. Sales Managers often work as backups to their Sales Reps - if a Sales Rep is out of office there should be a 2nd person able to create quotes.

Ability to @ mention watchers
