Allow Decimals within Multiple Sale Qty

we would like to request the Multiple Sale Qty field to allow for decimal qty. We have several products that can only be sold in decimal qty with a min/multiple qty, but unable to do so at this time.

Allow Sales Manager to create quotes on behalf of a customer

Sales reps can create a quote on behalf of customer, but Sales Manager cannot do that. Sales Managers often work as backups to their Sales Reps - if a Sales Rep is out of office there should be a 2nd person able to create quotes.

Need to grey-out/disable reorder button

Commerce->Order Mangement->Orders->(choosing an order)->REORDER We need to disable/grey-out that reorder option so if the user tries to click on reorder button, no action should take place. It must be disabled.

We often have several (100+) item #'s and/or customer #'s tied to a single promotion. There needs to be an input tool to do this. Right now I'm having to do it one by one and it is very time consuming.
