Order Management Should Only Allow Valid State / Province / Region

In Order Management, the “State / Province / Region” field is a free form text field rather than a drop down list (we’ve never seen a state / province UI that didn’t use a drop down).

Without having the correct value to select from a drop down, CSRs are often typing the name of the state rather than using the state code which causes our sync jobs, reports, etc. to fail since the data is invalid.

The "State / Province / Region" field should properly display as a drop down list to prevent invalid data from being entered.
