"If Answered" Logic

It would be great if logic routing options could have a logic option for "if answered" ie if this question is answered, skip to question or section x or show these values in question Y.

This would allow us to incorporate open text field questions into the logic. Currently, logic options only show on questions with pick list/drop down answer options. Ideally, there should be the ability to add logic even to fields like "Budget" with the logic being "If answered". That way, if we need to ask about budget splits but only wanted to ask those questions if they provided a budget, we could do so. Example: "If answered - show budget split section"
