RFQ's based on product data

Currently, RFQ's are set up at the product level. It is either on or off. I would like the ability to require RFQ's based on certain characteristics.

As an example, I may not have pricing set up for a specific product/customer relationship. Perhaps the inventory level is at 0. In those cases, I would like to default to requiring an RFQ. That gives our team the ability to quote the product rather than it becoming a lost sale or worse yet, a sale that we can't fulfill.

    Their customers can't add $0 items to cart so having this ability would give them an opportunity to buy the $0 products.
