Deactivate values within a field

When creating new values within a field (i.e when taxonomy is updated) we do not want users to be able to select the old values any more. However, we want the old values to be searchable and filtered to see i.e. historical campaigns with 'old' values.

Reason we do not want to create a new field is due to that then we need to also update the integration to other tools and DB.

So, the ask is to be able to keep old values within a field but make them "unselectable" but "findable" when filtering and searching for historical activities.
