Ability to add web user role that can be added through the web interface

We would love to have the ability to add new web user role that can be assigned through the web interface by an Administrator to another web user. Currently, by default we only have Administrator, Buyer 3, Buyer 2 etc and we have created a new user role for one of our customers to deactivate a promotion to specific web users. However, this role can't be assigned by the web admin as this new role is only visible to console users.

This is very helpful if in case company like us doesn't like our customers log in to the admin console just to assign a web user role to another web user.
