The restriction on the front end does not appear to be coming from our base template and should be looked into with an implementation partner. When we test this on our base site we are able to use the full 256 character allotment.
Sara - Thank you for the feedback. Unfortunately while the DB allows 256 characters the widget interface on the front end that the users see for User Account email address is capped at 30 characters and doesn't appear to be editable. I have the company bill to and ship to set up with limits at 100 but these settings don't seem to apply to the user email account widget.
After further investigation this already exists. User Email is 256 character limit out of the box for our base and for billTo and shipTo we allow configurable field length to be defined within the admin console within the Websites --> Edit Site --> Bill To Address Config (or Ship To Address Config).
