Create Rigid Workflow Without Step Actions

When creating a rigid workflow in the platform, each step must be assigned at least one action before the workflow can be saved. Customers like the governance of rigid workflows, but often the actions do not correlate with the step. If we could either remove the necessity to choose one, or create the ability to customise the action, this would be great.

For example, a step called 'Review Brief' doesn't require any of the standardised actions and by choosing a random one, this is causing confusion.
