Make it possible to download Event logs from PaaS Portal

Today developers can access event logs on integration from Kudu below logfiles/eventlog.xml and possibly from Azure portal from Diagnose and Solve problems->Diagnostic Tools->Application Events although access might differ between environments/users.

Make it possible to download Event logs from Paas Portal. I suggest adding a download button to Troubleshoot tab below application logs.

When app does not initialize properly and application logs are empty event log is crucial for troubleshooting and should be easily available to partners and developers.

Today this information is often retrieved and analyzed by Incident management and Application Support.
