Self service setting for App Service timezone

As a developer I should be able to set the timezone of the app service for each environment. If this isn't changed, it defaults to UTC, which is likely different from the setting it was for a migrated database.

When moving an existing database to DXP, all properties are stored in the database using the previous timezone. When running in DXP, that timezone will by by default be UTC, and might show "event start time and end time" off by several hours.

This is quick to overlook when testing.
