Redirect to 404 Content-Managed Error Page when Media Not Found

We are in the process of migrating to containers, and have discovered that when a file is missing after a user clicks on a link, the user is redirected to an xml error page rather than the typical 404 page.

For instance, if clicking on a PDF file on the site that doesn't exist, user sees an XML error page. (see attached image 1)

We would expect, however, that the user is displayed a typical content managed 404 page. (see attached image 2). This would be inline with best practices for a site's UX design.
