Restrict moving pages in tree structure

We have found that it's possible for a web editor (without Admin right) to move pages around in the tree structure freely - even if the page/the move impacts pages that are restricted for Admins, e.g. Site settings. There are several issues here: 1) Only pages that the editor has access to should be possible for him/her to move/update. 2) The editor should get a warning before the moving action is completed. 3) The pages should not get updated and published automatically with a new modify date by the move. Can you please consider a fix, so these issues don't happen? We use EPiServer.CMS.Core 12.8.0.
