Prevent spam in stepped forms

We'd like to request the option to switch off the Save Partial Submission functionality in forms.

This functionality currently allows spam to be written to the database in a typical form that has a recaptcha on the final step. Spam bots can submit at all steps until the recaptcha is hit.

If the functionality can be switched off globally via config, then switched on per form that would be great.
