Images in HTML-editor not accessible

When you insert an image in one of Episervers HTML-editor-fields the "Insert/Edit image" popup sets the filename as default alt-text on the image. This is not a accessible way to set an alt-text. If (when) the Webeditor dont change the filename to a descriptive alt-text the page is no longer accessible. The popup should not set a default value, instead it should inform the webeditor that he or she have to set a descriptive image-alttext or set the image as decorative.
