Do not let Library Role users add assets to the Library via the Download image as Custom option

We are finding that Library role users (our regular employee base) are accidently adding images to our Library. In order to obtain an image size they want, they chose "Download As" and then "Custom". The "Save" button does not work for them (browser clocks) but SAVE AS does work and this creates a second copy of the image with the same file name in our Library. Attached screenshots shows how a user does this.

Optimizely can maintain the Custom feature for and let users modify and download a copy for themselves but please do not allow this copy of the image to be inserted into our Library.

In addition, the newly created asset through "Custom" has a "Public Link" created even though our settings in the DAM are for "Add assets to Library without Public URL". Please correct this so that our Admin Settings are followed in all cases of assets being added to the DAM.
