Allow to add Content in a fixed workflow even when not assigned to the current step

Since the publishing process is not always linear and the assets in Content tab need to be updated also by users not assigned to the current step, it would be very helpful to enable to do so. At the moment, not assigned users see the "Add asset" options greyed out and wonder why - which is the 1st pain point. Once they realize what is the cause, they need to ask current assignee to reassign to them, they do the changes and then assign back - which is quite clunky when e.g. a social post needs to be published within 1 day from a request.
